Job Description


Oxfam GB’s Programme Funding & Partnerships (PFP) team has a strong global track record of successfully supporting the development of high quality programme funding proposals, generating and supporting restricted donor programme income of more than £200m/year from leading institutional Donors (bilateral and multilateral), trust and foundations. We have specialist experience and capability in single country and multi-country programme funding, of traditional and emerging aid modalities and mechanisms, of commercial tendering and of complex consortia formation and partnerships development.

Our Strategic Partnerships Team is responsible for leading and coordinating all OGB’s donor engagement, partnership building and resource mobilisation across our humanitarian, development and campaigning programmes.

Oxfam therefore seeks to recruit a UK Partnerships Manager: Programme Funding & Partnerships to lead our strategic engagement with the UK Government on both humanitarian and long-term development cooperation as well as provide oversight with external engagement.

The Role:

Reporting to the Development Partnership Manager, the UK Partnerships Manager will be responsible for the following:

  • Resource mobilisation strategies and action plans: Leads the design, review and implementation of resource mobilisation strategies intended to strengthen income and partnerships from the donor portfolio.
  • New business development: Identifies and qualifies funding and partnership opportunities (across traditional and emerging modalities / mechanisms) in a systematic manner in pursuit of supporting Oxfam’s programmes, campaigns and humanitarian action.
  • Strategic donor engagement: Responsible for managing and building OGB’s relationships with donor representatives from their portfolio, and doing it in collaboration with OI donor account managers.
  • Proposal development: Take a leadership role/project management role (as relevant) in ensuring high quality proposals are prepared and effective bid development are utilised
  • Compliance: Provides technical advice and support in negotiations over contracts, costs, governance and accountability, and donor conditions and policy
  • Capacity building: Provides technical training, support and advice for country staff and Oxfam GB’s above country staff on how to work with donors in this portfolio and how to coordinate with OI
  • Working with OI and other affiliates: Coordinates and collaborates with other affiliates and OI on home donor account development
  • Team management: Provides overall leadership and management to the UK Donor Partnership team, ensuring high level of commitment and motivation in the team and deploying resources in a manner that helps deliver the UK institutional funding strategy 2017-20.

What we’re looking for:

We are looking for a dynamic and pragmatic individual with the following:

  • Demonstrable experience and success in engaging with the UK Government, particularly DFID and the Foreign and Commonwealth Office.
  • Significant experience in working at a senior level within a network, coalition, alliance, or confederation of organisations involving multiple stakeholders and managing complex processes
  • Demonstrated ability to devise and implement resource mobilisation strategies.
  • Demonstrated ability to work across institutional boundaries, business units, and teams in an effective, empowering, and productive way.
  • Strong networking, representational, and negotiation skills.
  • High degree of discretion, tact, and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs (desirable)

Additional Information:

Location: UK – Oxford

Hours: 36 hours per week

Salary: £38,128-£48,846 gross per annum (depending on experience)

Job Type: Fixed Term until September 2019
