Job Description

Functional Responsibilities

1. Provide technical advisory services to support implementation of Cities Alliance Joint Work Programme on Resilient Cities  

Key results:

• Provide substantive support in operationalising and implementing  the Joint Work Programme on Resilient Cities with UNEP and other selected Cities Alliance members and partners, which could include corporate environmental needs analysis for the development of environmental and climate sensitive as well as resource efficient plans in low-income settlements
• Provide substantive support to development and finalisation of a comprehensive framework document to guide the implementation of the Joint Work Programme, which includes organising at least two face to face meetings in 2015 and a Cities Alliance session at the ICLEI 2015 Resilient Cities Congress
• Ensure substantive linkages of the Joint Work Programme to other Cities Alliance portfolios, including other thematic priorities of the Cities Alliance Medium Term Strategy (promoting inclusive economic growth and gender equality) and existing Country Programmes in Sub-Saharan Africa and Asia
• Map existing and emerging Cities Alliance member and partner resilience strategies and frameworks in support of the Joint Work Programme implementation
• Provide technical and advisory services to Cities Alliance partnership with city governments participating in the Rockefeller Foundation's 100 Resilient Cities Network Platform

2. Participation in the development and execution of Cities Alliance efforts to produce energy management plans in selected cities and Country Programmes

Key results:

• Organise and conduct at least one planning workshop with Cities Alliance members, including UNEP, to finalise a concept note and proposal for a prospective activity on city energy management plans
• Provide substantive support in the producetion and validation of a comprehensive methodology for city level energy management plans including both supply and demand side considerations
• Prepare and support appraisal of city energy management plans with Cities Alliance members and partners

Monitoring and Progress Controls

1. For the technical advisory services to support implementation of Cities Alliance Joint Work Programme on Resilient Cities:

• A guideline for Cities Alliance Task Managers on mainstreaming environmental concerns in Cities Alliance operations has been written as a guide
• Joint Work Programme on Resilient Cities Framework Document finalized and delivered
• Climate resilient planning tools and consideration are prodcued and built into new and existing Cities Alliance Country Programmes
• At least two face to face Joint Work Programme meetings organized and delivered
• Cities Alliance session at ICLEI 2015 Resilient Cities Congress delivered

2. For the participation in the development and execution of Cities Alliance efforts to produce energy management plans in selected cities and Country Programmes:

• One planning workshop on city energy management plans between at least two Cities Alliance members is organised and facilitated
• A concept note including comprehensive methodology to produce city energy management plans delivered
• Appraise methodlogy of city energy management plans for at least four cities, including selected cities in Cities Alliance Country Programmes

Education

• Masters degree in International Affairs, Urban Planning, Environmental Science, Energy Policy/Management, or other related discipline is required.

Experience

• At least 5 years of relevant work experience providing technical assistance in support of pro-poor climate resilient planning or energy management issues in a multilateral environment is required
• At least 1 year of relevant work experience with a particular focus on urban resilience planning
• Demonstrated work experience in a developing country in Africa, Asia or Latin America and Caribbean
• Track record of related research and academic experience

Languages

• Written and spoken fluency in English is required
• Working knowledge of French or Spanish is desirable
