The SRH Analyst will serve as the focal point for coordination, implementation, monitoring, and reporting of SRH activities in the field, including maternal health, family planning, adolescent SRH, HIV programming, health sector response to gender-based violence (GBV), and others. In line with the current UNFPA Country Programme and in coordination with the SRH Team Leader in Manila, the Analyst will support the roll-out of SRH initiatives, track progress, and report on results, while advancing strategies such as advocacy for the availability, affordability, acceptability and quality of SRH services, facilitation of capacity development to ensure quality of care, provision and monitoring of SRH supplies, and oversight of service delivery.

The SRH Analyst will also be responsible for identifying and facilitating operational partnerships, assessing and proposing supply and equipment needs, and coordinating timely provision of these to partners. The role includes providing technical guidance on the integration of comprehensive SRH, HIV, and GBV services within primary health care systems.

In fulfilling these responsibilities, the SRH Analyst will work closely with government counterparts, implementing and development partners, civil society organizations, and sister UN agencies to strengthen SRH services for vulnerable populations, including internally displaced persons. The SRH Analyst will represent UNFPA in all coordination mechanisms related to SRH and will lead the SRH Sub-Cluster in the field, with technical backstopping from the SRH Unit at the national level.

The technical and coordination work expected from the SRH Analyst shall be guided by the Philippine Development Plan (PDP) 2023–2028, BARMM Regional Development Plan, the Responsible Parenthood and Reproductive Health (RPRH) Law, the Department of Health (DOH) National Objectives for Health, the BARMM Ministry of Health (MOH) strategic and sectoral health plans, and the UNFPA 9th CP 2024–2028.

Programme Management and Coordination:

  • Coordinating the results-based planning, the timely and effective implementation, monitoring, and reporting of UNFPA SRH programmes in the sub-office, whether stand-alone UNFPA programmes or in the context of joint programming with other agencies, ensuring alignment with the UNFPA Country Programme and UN Sustainable Development Cooperation Framework (UNSDCF) and responsiveness to the sub-national/local sectoral plans and priorities.
  • Ensuring integration of humanitarian preparedness and response and peacebuilding into the sub-office’s SRH programming.
  • Coordinating the sub-office’s SRH programme quality assurance, risk management, and performance monitoring, ensuring timely preparation of high-quality reports and documentation.
  • Promoting innovation, knowledge sharing, and replication of good practices across SRH partners across sectors and across contexts, e.g. through South-to-South and Triangular Cooperation (SSTC). 
  • Coordinating the SRH Humanitarian Preparedness, Response and Recovery in the area in consultation with the CO Humanitarian and SRH Teams.

Technical Support and Capacity Building:

  • In collaboration with a wide array of stakeholders including the government, NGOs, development partners, the private sector, marginalized women- and youth-led groups and other partners, contributing to the design and implementation of the country programme and its projects on SRH, aligning with UNFPA programme policies and procedures. 
  • Consolidating, analysing and interpreting the existing assessments on the SRH and rights (SRHR) situation in BARMM, including the political, social, economic, and cultural environment relevant to UNFPA SRH activities, and identifying opportunities for UNFPA assistance and intervention. 
  • Assessing implications of new policy developments and strategies on SRH programme design and execution, and ensuring their integration to the UNFPA programme. 
  • Providing technical support to the development of relevant advocacy and policy documents to strengthen SRH and rights (SRHR) programming, including in maternal health, family planning, adolescent SRH, HIV, health sector response to GBV, and others.
  • Coordinating and facilitating relevant sub-national capacity  building initiatives and training sessions for intra-sectoral and multi-sectoral prevention and response actors for a stronger integrated rights-based approach to SRHR programming in BARMM.
  • Applying standard guidelines and protocols (interagency and UNFPA-specific) in the assessment, planning, implementation, monitoring, evaluation and reporting of UNFPA SRH programmes in BARMM across the humanitarian - development - peacebuilding continuum.

Partnerships, Advocacy and Resource Mobilization:

  • Contributing to the development and/or implementation of the Partnership, Advocacy and Resource Mobilization Plan in BARMM, in coordination with the Head of Office and the CO in Manila, ensuring preparation of relevant documentation, i.e. project concept notes, summaries, conference papers, speeches, etc. 
  • Representing UNFPA at relevant SRH coordination fora/mechanisms across the humanitarian - development - peacebuilding continuum and in public events  in BARMM.
  • Coordinating with health and protection actors to conduct emergency assessments, analyzing results, and planning emergency response for women and girls in BARMM.
  • Liaising with staff/focal points in other agencies and organizations (including national and international NGOs and women’s groups) for developing and implementing coherent SRH programme intervention in BARMM.

Management responsibilities:

  • Maintaining regular communication, coordination and consultation with the Head of the Sub-Office, the programme and operations team from the UNFPA Country Office, especially the CO SRH and Humanitarian Teams. 
  • Leading and/or contributing to the activities of the relevant sub-national, national, regional, and/or global SRH-related communities of practice of UNFPA. 
  • Providing technical and administrative assistance to staff and volunteers. 
  • Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience: 

Education:  

  • Advanced university degree in medicine, public health, international development, social sciences or other related fields.

Knowledge and Experience: 

  • Minimum two years professional experience in the field of maternal health or/and sexual and reproductive health and rights and/or gender-based violence prevention and response with experience in programme/ project management required.
  • State of the art knowledge on sexual reproductive health and rights, maternal health, family planning and contraceptive technologies required
  • Field experience addressing/integrating sexual and reproductive health and reproductive rights issues in emergency and post conflict contexts required.
  • Strong commitment to the mandate of the UN and UNFPA in the Philippines required.
  • Experience of working with vulnerable communities is an asset.
  • Practical experience in design, implementing, monitoring and evaluation of development projects required
  • Experience using office software packages and web-based management systems required.
  • Knowledge and understanding of conflict sensitivity and “do no harm” approach is an asset.

Languages: 

  • Fluency in oral and written English and Filipino is essential, with ability to write clearly and concisely and to compose correspondence and documents in both languages. 
  • Knowledge of local language in UNFPA target states and regions, particularly of any of the major local dialects in BARMM, is an asset.
