Detailed Description

Scope of Work

  • The work will largely comprise quantitative and qualitativefield work based on representative sampling of partners in government, NGOs, media, academia in Malawi.
  • The work will also clarify the number of implementing partners to be assessed, number and type of potential capacity building institutions, their geographical coverage, especially in UNICEF assisted districts, development of capacity assessment methods and tools  for instance used by UNICEF/World Bank/USAID/PACT with modifications for C4D
  • It is expected that before undertaking this significant responsibility, the consulting firm will have understood and explored the literature on development communication in Malawi, through literature review, interactions with UNICEF programme sections, relevant Government agencies and other key relevant stakeholders, such as implementing partners.
  • The current team of C4D experts (learning lab) with government, NGOs, media and academia will be expected to participate in rethinking the study design and also in some of the data collection exercises.
  • The institutional consultant will, in the final report, make comprehensive recommendations for how C4D capacity development framework will be utilized tosupport the design and implementation of theory-based, method-informed, gender-sensitive and participatory community led social change programmes on child survival, protection, development and participation in Malawi.

Qualification requirements

  • A consultancy firmwith extensive experience in assessing institutional capacity in Southern Africa, preferable in Malawi.
  • Essential for the consultancy firmto have fieldwork exposure to the study districts.
  • Have highly experienced research professionals with advanced degree in communication/social sciences/public health and long standing experience of using organizational assessment tools
  • Proven analytical and report writing skills
  • Prior qualitative research experience with children, adolescents, young people, ethnic minorities and traditionally marginalized populations would be an added advantage.
  • Experience in research in different stages of communication for development programming will be an advantage.
  • Strong communication skills, verbal and written, in English.
