Grants Management Officer

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.

Description Of Duties:

  • Exchange information with national counterparts in donor agencies to identify support and ensure necessary reporting on programme performance on activities funded through various grants.
  • Ensure reports to be submitted to donors are in line with project requirements, focused on expected results and in compliance with related donor legal agreements.
  • Track implementation of WCO programme workplans and liaise with managers across the WCO in ensuring that workplans are developed.
  • Update the tracking tools and report on the implementation of planned activities, cost projections, and follow up with programme managers on activity performance.
  • Participate in the Resource Mobilization process by preparing draft proposals to donors in close coordination with technical officers and CRP.
  • Maintain an up-to-date tracking system to monitor deadlines for submission of proposal and reports to donors.
  • Create Award Distribution Requests (ADR) and Award Modification Requests (AMRs) in CEM, including integration and processing through GSC and monitor timely award closure engaging both finance and programme staff well in advance of closure deadlines.
  • Communicate with HQ and EMRO to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature.
  • Perform other incident related duties including replacing and backstopping as required.

Required Qualifications:
Education:

  • Essential: University degree in Business Administration, Management, Humanities, Public Administration, or related fields.
  • Desirable: Specialized training in accounting, programme and budget.

Experience:

  • Essential: One year of experience in the area of grant management and/or the administration of programme and budget activities.
  • Demonstrated experience working with costings and other financial tracking sheets.
  • Desirable: Experience working in the United Nations system or another international organization.

Skills:

  • Sound knowledge in the area of programme management.
  • Good skills and knowledge in the area of grant management
  • Knowledge in the area of administration in the area of budget and finance
