In Lebanon, WFP works to support approximately 700,000 people with regular assistance using e-cards. WFP also supports Lebanese schools with school meals, and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for vulnerable individuals in families. WFP also supports Lebanon’s National Poverty Targeting Programme.
Digital solutions are rapidly reaching some of the most vulnerable people and places affected by crisis. As one of the main humanitarian actors, the World Food Programme (WFP) has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.
This includes SCOPE WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE is intended and being developed to fully support all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. As an extension and over the next couple of years, WFP also plans to develop a broad array of Digital Assistance Services (DAS) beyond those related to the current SCOPE capabilities.
Under the overall responsibility of the Lebanon Country Office management, with a functional reporting line to the senior Regional TEC officer at the Regional Bureau Cairo (RBC), the incumbent will be responsible to support the Country Office (CO) in the operationalization of SCOPE and related Digital Assistance Services (DAS) for WFP and/or partners in the Country Office (CO). This will include analyzing new requirements and functionalities for CO, coordinating, testing and ensuring the new features respond to the programmatic needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Coordinate the implementation and operations of SCOPE/DAS in the CO, ensuring involvement of all relevant stakeholders units at CO, Regional Bureau (RB) and Headquarter (HQ) as required.
- Support the budgeting, planning and deployment of IT and Telecommunications systems and services to support digital assistance, particularly cash-based transfers and the use of SCOPE;
- Build and nurture relationships with the CO business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities;
- Manage business expectations and oversee the success of solutions, seeking ongoing opportunities to increase the business value from those solutions;
- Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation;
- Project manage the deployment, implementation and scale-up of new solutions or new functionality with Technology Division (TEC) teams where applicable;
- Play an active role in beneficiary registration activities such as systems configuration, on-site support, data storage and synchronization as well as beneficiary services;
- Ensure the provision of enhanced business intelligence(BI)/analytics to support CO decisionmaking and risk mitigation measures, including the development and delivery of standardized dashboard and reports;
- Collate data and contribute to the preparation of accurate reports on SCOPE/CBT investments and costs, providing information to inform decision-making by stakeholders;
- Deploy the configured application for SCOPE beneficiary registration and card printing, as well as support POS operations and assist the business in project/intervention setup;
- Support the implementation of the Beneficiary Service Desk tool to ensure calls from beneficiaries are attended to and organize the beneficiaries’ complaints, feedback, incidents, and inquiries in a form of report to management;
- Test and analyze SCOPE/DAS solutions and document the match against business requirements for quality, accuracy and enhancement purposes;
- Identify learning needs and support capacity building initiatives for SCOPE/DAS and new related functionalities;
- Manage a team of staff, providing coaching and training to ensure appropriate development and high performance;
- Support the CO on Data Protection and Privacy issues, and other regulatory frameworks related to DAS;
DELIVERABLES AT THE END OF THE CONTRACT
- SCOPE and DAS operational requirements are defined;
- SCOPE and DAS tailored to meet specific CO operational needs;
- SCOPE and related DAS implemented and fully leveraged to enable delivery of WFP assistance in a cost-efficient manner in the prioritized countries in the CO;
- SCOPE and related DAS is functioning well, and all WFP beneficiaries’ data is regularly updated;
- Liaison with WFP CO units and external stakeholders ensured;
- SCOPE support team trained.
STANDARD MINIMUM QUALIFICATIONS
- Five years or more of postgraduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.
- Experience in client-facing roles in either technology implementation projects or in the planning, design and implementation of humanitarian and development programmes.
- Experience in collaborating with different humanitarian actors or different service providers to design and decide on payment mechanisms and instruments, and capacity building to coordinate the delivery of assistance in humanitarian contexts.
- Has effectively managed IT projects and supervised project team members;
- Has experience in implementing and supporting DAS/SCOPE database and transfer mechanisms;
- Has experience in technology service provision and support;
- Has analysed and translated user requirements into new processes and applications;
Education: First University degree in Computer Science or other relevant fields.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
KNOWLEDGE AND SKILLS
Possession of a combination of broad business skills and IT experience including:
- General management skills in business and/or public sector contexts;
- Training and knowledge of business analysis and project management philosophies and methodologies would be an asset.
- Ability to operate in distributed / decentralised teams, engage with and support partners;
- Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests;
- Ability to work independently through appropriate personal initiative and regular follow-ups;

- Knowledge of and hands-on experience in cash-based transfer (CBT) programming in humanitarian context would be an asset.
- Awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts would be an asset.
