Report containing the records of the meetings held in each municipality, as well as a consolidated problem and objectives tree, which will serve as the basis for the development of the Municipal Crime and Violence Prevention Plans for the five selected municipalities. The report shall also include the list of participants in the workshops conducted and the organization of the set of documents provided by each municipality.

Responsibilities:

  • Establish contact with the focal points of the five previously selected municipalities, namely Aliança, Igarassu, Itamaracá, Paulista and Petrolina; 
  • Support actions aimed at mobilizing municipalities to participate in virtual meetings with the UNODC team, with the objective of presenting the initiative, aligning expectations, and promoting engagement;
  • Review UNODC institutional and operational documents, as well as the diagnostic assessments provided for the ten designated municipalities, and, based on virtual technical exchanges with municipal managers, identify and systematize the main local demands, ongoing initiatives (such as campaigns, projects, or programs), and strategic elements to inform the development of municipal prevention plans;
  • Provide technical inputs to the planning of the first official engagements with municipalities, conducted remotely, aimed at strengthening dialogue and ensuring clarity regarding initiatives, and local needs;
  • Propose and systematize a participatory methodological planning framework for the technical advisory services, aligned with the objectives of the “Together for Safety” (Juntos pela Segurança) and “Together for Citizenship” (Juntos pela Cidadania) Programs and the United Nations Sustainable Development Goals (SDGs).
  • Provide technical support to actions that facilitate the municipalities’ adherence to the partnership with the Government of the State of Pernambuco for crime and violence prevention; 
  • Provide technical input to the implementation of strategies for articulation, mobilization, and awareness-raising in the territories, together with municipal managers, regarding the Prevention Plan;
  • Plan and implement the design and logistical strategy for periodic technical visits to the municipalities, aimed at strengthening the Project and enabling the continuous collection of information, suggestions, and recommendations;
  • Conduct virtual mentoring meetings, including one collective meeting with all municipalities and one individual meeting with each municipality;
  • Participate, when required, in strategic meetings with Pernambuco state secretariats and other partners linked to the project;
  • Provide technical support to the UNODC Project Coordination in activities related to the municipalities, including participation in virtual internal meetings for validation of deliverables;
  • Contribute to the development of training courses, particularly in the design of content and in the identification of demands for their implementation.

Requirements:

  • An advanced university degree (master’s degree or equivalent) in social science, psychology, law, international relations, or a related field is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Limited professional experience in some of the following activities: social research; design, implementation, evaluation, and/or monitoring of public policies, especially in the areas of drugs, public security, crime and violence prevention, social assistance, social urbanism, and/or urban management, is required. 
  • Proven research experience, including the use of qualitative and quantitative methods, as well as experience in drafting technical and academic reports, is required;
  • Professional experience in articulation, mobilization, awareness-raising, or facilitation of participatory processes within the context of social projects and/or public policies is desirable.
