Job Description


The continued transmission of poliovirus in Afghanistan has become a national emergency. Afghanistan now risks to becoming the last remaining reservoir of endemic poliovirus transmission in the world, and the only remaining threat to achieving global polio eradication.For 2016, the program has planned 10 rounds of supplementary immunization Activities (SIAs). During each round approximately 55,000 Persons are hired as campaign workers for different tasks (vaccinators, zonal supervisors and area in-charges). The Direct Disbursements Mechanism (DDM) is a new system that will alleviate the government counterpart from effecting all these payments by themselves. A bank or financial institution will be contracted to take full responsibility for payment of all campaign workers across the country.


  • Facilitate the process of identifying a bank (and an accounting firm) as per selected criteria and finalizing the contractual arrangements.
  • Review, finalize and regularly update the payment guidelines describing the process and roles and responsibilities with deadlines.
  • Collaborate with the selected bank (and an accounting firm) to plan the details of the payment and reporting process.
  • Organize and conduct training sessions for staff involved in SIAs administration.
  • Manage the staff assigned to the funds disbursement team as well as additional staff or consultants as the need arises.
  • Liaise with WHO provincial offices to collect relevant information on funding requirements for each district for each activity.
  • Act as the overall focal point between the WHO provincial offices, the bank and or the financial institution to monitor and resolve problems during the disbursement process.
  • Reconcile daily the SIAs budget with bank statements and instructions given to the bank.
  • Prepare payment instructions for the bank for the preparation of checks for districts and provinces and disbursement of cash to the payment sites.
  • Organize and supervise the production and distribution of payment forms to each district for each round.
  • Study the possibility of further extending DDM to other immunization activities such as measles.
  • Regularly coordinate with the communication team for advocacy and sensitization of the counterparts at all levels on the objectives and mechanisms of DDM.
  • Prepare payment instructions for the bank for the preparation of checks for districts and provinces and disbursement of cash to the payment sites.


Education: University degree in Accounting, Business administration, economics or a related field


  • Essential: At least 5 years' experience in the area of administration and finance, preferably at the national and international levels.
  • Desirable: Experience or knowledge of WHO mandate and goals of Polio Eradication Initiative.


Excellent organizational and managerial skills.Ability to multi-task, identify and solve problems.Excellent interpersonal and leadership skills.Ability to negotiate with and convince officials with tact and diplomacy.Skills in organising training programs for public health workers on operational and finance issues.Ability to write in a clear and concise manner, and to present factual information.Knowledge of WHO, the UN system and procedures as related to the work.
