UNESCO is implementing several educational projects/programmes, including the CapED access program on the teacher issue and the support project for operationalization of the human resources management module of EMIS Burundi. Thus, to ensure effective management of the related activities, the UNESCO Regional Office for Central Africa in Yaoundé is recruiting an associate project officer who will be based in Bujumbura in order to provide the necessary technical support.

Under the general authority of the Director of the UNESCO Regional Office for Central Africa in Yaoundé and the direct supervision of the Regional Coordinator for Education for Central Africa, the incumbent will be responsible for: 

  • Provide the technical support necessary for the implementation of the activities of the CapEd program, the support project for the operationalization of the human resources management module of the EMIS Burundi and the regular program of the education sector;
  • Contribute to the preparation of annual work plans for education projects and programs, develop the terms of reference for project activities, monitor field activities and the implementation of contracts with the various service providers;
  • Contribute to the production, in a timely manner, of reports on the progress of the implementation of education projects in the UNESCO reporting system (SISTER);
  • Actively participate in project monitoring and evaluation activities, the proper implementation of partnership agreements, contracts and funds made available, ensuring compliance with the schedule (project schedule) and carrying out regular monitoring missions -assessment of field activities;
  • Participate in meetings and working sessions with partners in the field who operate in the same areas of activity of education projects;
  • Support communication and visibility activities with all stakeholders in the field;
  • Support the capitalization and dissemination of the results of education projects and programs;
  • Contribute to the design and organization of conferences, meetings and technical and training workshops.
  • Prepare narrative and financial activity reports for education projects and programs as well as other required documents;
  • Perform all other tasks within its competence in order to achieve the objectives of the Office.

Required Qualifications:

Education:

  •   University degree (master's degree or equivalent) in the field of education, social sciences or other equivalent field.

Professional experience:

  •   Minimum of 10 years of professional experience in the design, implementation and/or monitoring-evaluation of projects and programs in the education and training sector;
  •   Proven experience in mobilizing resources and setting up partnerships;
  •   Very good knowledge of African educational contexts in general and the education system of Burundi in particular.
     

Know-how and skills

  •   Have good skills in supporting the management and implementation of education sector projects;
  •   Have a very good knowledge of the education sector in Burundi, in particular aspects related to the planning, implementation and monitoring and evaluation of projects and programs;
  •   Have a very good knowledge of Burundi's 2022-2030 Education Sector Plan as well as the ODD4-Education 2030 Agenda and the AU Strategy 2063;
  •   Have a good command of computer tools, in particular the MS Office suite (Word, Excel, Outlook, PowerPoint, etc.);
  •   Excellent oral and written communication skills;
  •   Ability to work under pressure and meet deadlines;
  •   Ability to regularly carry out missions, particularly in diverse and difficult contexts.

Languages:

  •   Fluency in French and Kirundi, written, read and spoken.
  •   A good knowledge of English is an asset.
