UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the UNICEF Strategic Plan and the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. It is an independent component city in the newly created Bangsamoro Autonomous Region in Muslim Mindanao,(BARMM) serving as the capital of the region where the regional administrative government offices are located.

How can you make a difference?

The Child Protection (CP) Officer post will be responsible for providing technical child protection advocacy support to Child On-line Protection project (75%) and other violence against children advocacy (VAC) (25%). This job will involve developing thorough knowledge and understanding of the programme and advocacy aspects of VAC; coordination with government and NGO partners, providing strategic support for key child protection advocacy goals of the SaferKidsPH programme and other VAC advocacy initiatives as applicable.

The role also includes general communication work such as writing, editing, content generation, organizing- with the support and close coordination with the communication team - high profile visits and assisting with key advocacy events and meetings for the SaferKidsPH project. The incumbent will also be expected to lead the development and implementation of the SaferKidsPH advocacy and communications plan.For every child, a fair chance

The incumbent is expected to contribute to developing, coordinating, networking, implementing, disseminating and monitoring specific on-going Child Protection Public Advocacy plans and activities, building on and advancing current efforts, achievements. Work cross-sectorally toward strengthening partnership and alliances specifically for child protection (VAC) at the national level. Develop and update messages, products and assets for wider dissemination nationally and internationally as appropriate under the overall guidance of the Chief of Communication and Chief of CP. Strive to promote awareness, understanding, support and respect for children’s and women’s rights.

Under the direct supervision of the Chief of Child Protection, with close technical guidance from the Chief of Communications, the post shall undertake the following responsibilities:

Support to programme development and planning:

  • Work with Communication and Child Protection sections to plan and accomplish advocacy priorities particularly on SaferKidsPH child online protection programme and Violence Against Children and Juvenile Justice Advocacy Strategies in general.
  • Lead in the development of the SaferKidsPH Advocacy and Communication Plan and support in the implementation thereof.

Programme management, monitoring and delivery of results:

  • Translate strategy into implementation and actions to keep children’s issues high on the public domain and visible on media’s agenda. Lead in the development of the SaferKidsPH Advocacy and Communication Plan and support in the implementation thereof.
  • Work closely with Communications counterparts from the SaferKidsPH Consortium agencies in the implementation and monitoring of the ADVCOM plan.
  • Work through the Communications team to maximize CP advocacy and partnership opportunities in print and broadcast media. Capitalize and expand on the media partnership. Advise relevant programme teams on appropriate advocacy strategy and engagement on SaferKidsPH.

For every child, a fair chanceTechnical and operational support to programme implementation:

  • Recognizes effectiveness of Public Advocacy and relies on building strategic alliances with key actors and stakeholders and invest in appropriate action for the SaferKidsPH project. In close coordination with UNICEF communication section engage UNICEF’s national and international Goodwill Ambassadors, Special Advocates, Celebrity Supporters to the advantage of pitching public advocacy agenda and messages for SaferKidsPH Advocacy and Communication Plan.
  • Draft Public Advocacy baselines to measure reach and effectiveness of activities, to adjust and refine. Regularly evaluate the progress against baseline and objectives of the communication strategy both for planning and reporting updates; based on thorough understanding of the KPI framework analysis is undertaken to continuously improve the effectiveness of public advocacy strategy and roll out for the SaferKidsPH project; results and reports are prepared and shared.For every child, a fair chance

To qualify as an advocate for every child you will have:

  • Me work in Social Media a value-added
  • Demonstrateinimum of four (4) years academic and/or professional experience in some or all of the following areas: Human Rights, International Relations and Research. The ideal profile should have the relevant academic background combined with courses/certificates in editorial and creative writing and PR, and/or marketing communications
  • Previous work in project management in development
  • Experience coordinating among different government agencies and international as well as national partners
  • Excellent writing and communication skills in English and Filipino
  • Ability to submit quality deliverables in a timely and professional manner
  • Demonstrabld experience in child protection, adolescent issues, and violence against children an advantage. Knowledge of government planning processes added advantage.
