The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Service Section (HSS) provides the Agency’s staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.

Main Purpose:

Reporting to the Unit Head, HR Service Centre, the HR Associate administers the employment life-cycle of staff members, including but not limited to contracts, benefits and entitlements, pension and insurance, compensation, on-boarding and separation. The incumbent also handles employment life-cycle of non-staff personnel as well as relevant queries of former staff.

Functions / Key Results Expected:

  • Administer, in accordance with the Staff Regulations and Rules, the full range of contracts and benefits and entitlements in the assigned group of clients. These include but are not limited to: offers, on-boarding, contracts, compensation, social security, all types of leave, separation benefits, including pension and insurance options, etc. liaise in this connection with external and internal providers/stakeholders as necessary.
  • Perform any necessary related inputs and/or corrections in the ERP system, ensuring timely action and accurate processing of entitlements.
  • Analyse complex situations to recommend actions to the Unit Head, HR Service Centre, and answer questions regarding compensation, benefits and entitlements in accordance with Staff Regulations and Rules and under the applicable terms of employment/engagement.
  • Provide briefing, upon recruitment and separation, to staff members and explain the salary and compensation package, including insurance and pension options that are applicable, according to the category of staff member and contract.
  • Identify areas for improving processes and transactional services in order to maximize effectiveness and simplify procedures to gain optimal efficiency in processing and administering contracts, benefits and entitlements.
  • Maintain up to date records of complex matters being addressed and contribute to the creation of standard operating procedures.
  • Perform any other tasks, as required.

Qualifications, Experience and Language skills:

  • Completed secondary education.
  • Minimum of six years of progressively responsible experience in Human Resources and/or administration, including four years in HR compensation or benefits administration preferably in a UN or other international organization.
  • Solid knowledge of staff regulations and rules within the UN common system is highly desirable.
  • Proficiency in MS Office 2010 (Word, Excel, Outlook, PowerPoint) and ability to use databases and web-based management systems.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (Level 1) to IAEA standard.
