The incumbent will report to the Progamme Managers and the Head of UN-Habitat Programme in Jordan, UN-Habitat-Jordan, and will be based at the Amman duty station. The Monitoring and Evaluation (M&E) Associate will work closely with the UN-Habitat team to support the implementation projects in Jordan and the region in close coordination with project partners and executing entities.

Responsibilities

  • In coordination with the Regional and National Project Managers in Jordan as well as the national Implementing partners, maintain and update the monitoring process as part of the general monitoring, evaluation and reporting system.
  • Assist in monitoring the progress of the programme activities and report on the level of achieving outputs and outcomes as indicated in projects’ log frames.
  • Contribute to developing monitoring frameworks, tools and guidelines to effectively support the implementation, tracking, and evaluation of programmes.
  • Follow up on a daily basis with the Implementing partners in Jordan in order to monitor and evaluate all projects planned activities and progress towards achieving the project’s targets and indicators, outputs, outcomes, and components and follow up work plans execution with regard to technical execution of activities and progress of expenditures related to M&E reporting including conducting office and field visits and close follow-up with Implementing partners; and ensuring that accurate data is collected in a timely, systematic, and efficient manner.
  • Support monitoring implementation of the project Environment and Social Management Plan (ESMP), which includes monitoring indicators and responsibilities for identified potential risks, impacts and mitigation measures.
  • Support in monitoring Community Level Participatory of Gender and Youth responsiveness and impact of the project.
  • Assist in planning and conducting visits to field sites in Jordan to follow-up work of consultants, contractors, suppliers to ensure timely and quality delivery per Targets and Indicators of the project. Support in integrating evaluation requirements in the Agreement of Cooperation (AoCs) with partners 
  • Support to the development of Evaluation Strategies and Plans for projects. 
  • Assist in reviewing UN-Habitat Evaluation Guidelines to identify evaluation prerequisites, processes, and means.
  • Help preparing ToR and coordination the work of the external consultants in charge of developing Mid-Term as well as Project Final Evaluation Reports. 
  • Follow up and report on evaluations conducted by external evaluators to ensure timely submission and quality of evaluation reports.
  • Support Identifying and formulating evaluations’ findings, lessons learned and recommendations.

Requirements:

  • High school diploma or equivalent with supplementary training related to water & environment/ wastewater and sanitation or environmental science and management or agricultural engineering/irrigation, urban development is required.
  • First university degree in civil engineering/ water & environment/ wastewater and sanitation, urban development, or a related field can be accepted in lieu of High school degree.
  • A minimum of six (6) years of experience in water & environment/ wastewater and sanitation or environmental science and management or agricultural engineering/irrigation, urban development is required.
  • The minimum year of relevant experience is reduced to two (2) years for candidates who possess a first-level university degree
  • Related practical experience in M&E capacity with international development programs/projects sponsored by international agencies is required.
  • Knowledge of drafting, writing and reviewing in English and report preparation and project implementation follow-up at office and in the field is desirable.
  • General awareness regarding water and climate change challenges facing the local communities in the Arab Region is desirable.
  • English and Arabic are the working languages of the United Nations Secretariat.
  • For this position fluency in oral and written English and Arabic is required.
