This project position is located in the UNDRR Regional Office for Europe and Central Asia in Brussels. The incumbent reports to the Chief of the Regional Office and primarily coordinates the implementation of the AICS supported project “Strengthening Transboundary Collaboration and Capacities on Disaster Risk Reduction and Early Warning Systems in the Western Balkans”.

Responsibilities: 

  • Participates in the development, implementation and evaluation of assigned programmes/projects, led by UNDRR in Europe and Central Asia; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. In particular, the incumbent will lead and coordinate activities related to the project implementation funded by AICS Albania and targeting Albania, North Macedonia and Serbia. 
  • Liaises with project technical focal points (identified by relevant departments) to ensure projects are implemented according to UNDRR technical standards and guidelines. 
  • Oversees  consulting assignments, in collaboration with counterparts from beneficiary countries, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the beneficiaries will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.   
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, talking points, inputs to publications, etc.
  • Coordinates recruitments, management and interactions with experts and consultants hired in the context of the project.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities overseeing the production of materials for print/electronic/voice/visual media to support the visibility of UNDRR initiatives around local level resilience, building the resilience of SME’s, risk knowledge data and Early Warning Systems.
  • Participates in or lead project  missions at regional, national and sub-national levels, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to planning, budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports ( work programme, programme budget, activity reports, etc.). 
  •  Monitors and reports on progress in implementing project activities and achieving the targets set. 
  • Performs other duties as required.

Education:

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, public/business administration, management, sustainable development, economics or a related field is required. 
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of five (5) years of progressively responsible experience in project or programme management, administration, partnerships building, public information, communication, advocacy campaigns or related area is required.   
  • At least two (2) years of experience in disaster risk reduction is required.   
  • At least one (1) year of experience in program management within the United Nations System or similar international organization is required.   
  • Experience in management and coordination of regional partnerships is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in English is required.
  • Knowledge of French is desirable. Knowledge of another UN official language is desirable.
