Under the overall supervision of the FAO Representative, the direct supervision of Assistant FAO Representative (Programme), the technical supervision of the Lead Technical Officer (LTO) from FAO-RAP and in collaboration with the GEF Project Design Expert (International Consultant), RAP FAO GEF Specialists, FAO GEF Coordination Unit and FAO PTF members.

Technical Focus

The National Project Development Coordinator will be responsible for facilitating the project preparation activities in-country, in particular supporting the stakeholder consultations and coordination with national Government ministries, and for generating and collating relevant information.    

Tasks and Responsibilities

  • In close coordination with the Assistant FAOR Programme and the GEF Project Design Expert, facilitate consultation with relevant Government ministries and their appointed focal persons
  • In close coordination with the Assistant FAOR Programme and the GEF Project Design Expert, facilitate consultations with relevant national and local stakeholders, including organization of meetings and workshops where relevant – this will be done in coordination with relevant GEF-7 project(s) where possible.
  • Provide identification and characterization of institutional stakeholders, mapping of their relevance to the project and proposal of their roles in project implementation
  • Support FAO Cambodia in maintaining regular communication with national Government and other stakeholders (including civil society, Indigenous Peoples’ Organizations, women’s organizations, private sector, financial institutions) in order to ensure their awareness of, buy-in to and participation in the project formulation process
  • Consult with local communities, farmers, women, and Indigenous Peoples/ethnic minorities on the proposed project design
  • Draft meeting and consultation reports and keep track of stakeholder consultations in country (including participants lists with information by gender)
  • Provide inputs to the Stakeholder Engagement Plan and Gender Action Plan
  • Contribute to the organization of the Inception and validation workshops at the national and regional level and participate in meetings and workshops throughout the PPG process as required
  • Provide inputs to the project documentation as required, including identification of programmatic baseline and regulatory environment in-country
  • Provide advisory support to processes of drafting of project documentation and responses to reviews.
  • Support the international experts in the production of the full project document including monitoring and evaluation aspects and costing
  • Undertake other tasks as agreed

Minimum Requirements  

  • Advanced university degree in natural resource management, agriculture, climate change, sustainable financing and/or other relevant field.
  • Minimum of 10 years of professional experience in environmental project management and development, particularly with GEF LDCF and/or GCF projects
  • Excellent proficiency of local language and of English both in written and spoken
  • Cambodian national or resident of the country with work permit.

Technical/Functional Skills

  • Good command of computer skills (MS Word, Excel, Power point, Internet)
  • Knowledge of the administrative policies and procedures of the United Nations and International Organizations.
  • Effective communication skills that emphasize teamwork.
  • Knowledge and experience in institutional capacity development
  • Knowledge of and familiarity with agriculture and sustainable natural resource management
  • Proven capacity to conduct fieldwork and ability to work in teams and establish working relationships central and local government institutions and civil society organizations
  • Prior experience with the UN and/or international organizations is an asset.
